科学利用城市地下空间，建设和谐宜居、
美丽城市钱七虎

钱七虎（1937—），男，江苏昆山人，国家最高科学技术奖获得者，先后毕业于哈尔滨军事
手机垃圾文件清理工程学院和前苏联古比雪夫军事工程学院，1994年当选为中国工程院首届院士。现任军委科
技委顾问，解放军陆军工程大学教授、博士生导师；国际岩石力学学会原副主席和会士，国际
城市地下空间联合研究中心会士；担任《地下空间与工程学报》《岩石力学与工程学报》（英文
版）主编。主要从事岩石力学、工程防护以及地下空间开发利用方面研究，主持和参加了国内
欧莱雅纯植物染发剂多条地铁工程、水下隧道和海底隧道等重大工程的设计方案审查工作。主持完成了《21世纪
中国城市地下空间发展战略及对策》《我国重要经济目标防护措施及对策》等多项国家咨询课
题；编写了《高等防护结构计算理论》《岩土中的冲击爆炸效应》等多本著作；发表学术论文200
多篇，科技成果获得国家科技进步一、二、三等奖各一项。
摘要：城市建设发展加速，“城市病”日益突出，地下空间开发利用愈显重要。通过转变城市发展方式，科学规划地下空间开发利用，汲取国际成功经验，注重品质发展，可以实现地下空间开发的多功能利用，实现统筹缓解城市灾害、交通拥堵、空气污染、城市内涝等“城市病”。同时，以地下综合管
广东省揭阳市廊建设和海绵城市建设为契机，及时解决当前存在的法规体系建设和管理体制改革问题，实现人与自然和谐共生，推进城市生态文明建设迈向新高度，推动美丽城市建设。

（College of Defense Engineering ，PLA University of Science ＆Technology ，Nanjing 210007，Jiangsu ，China ）Abstract ：With the development of urban accelerated construction ，“urban disease ”is becoming more and more promi-nent ，and the development and utilization of underground space is more and more important．By transforming the mode of urban development ，scientifically planning the development and utilization of underground space ，drawing on interna-tional successful experience and paying attention to the development of quality ，we can realize the multifunctional utili-zation of underground space development ，realize the “urban diseases ”such as urban disaster ，traffic congestion ，air pollution and urban inland inundation ，and take the construction of underground pipe gallery and sponge city construc-tion as an opportunity to resolve the existing problems in the construction of legal system and the reform of management system in a timely manner ，realize the harmonious coexistence of man and nature ，promote the construction of urban ec-ological civilization towards a new height ，and promote the construction of beautiful cities．
