摘 要
随着网络技术的飞速发展，网络被广泛应用于教育领域，使教育信息的传播方式、教育理念、教育模式、教学方法等发生了极大的改变，给人们提供了大量便捷的学习机会、丰富的教学环境和教学资源，使学习活动更加自主化、个性化。由于传统的教学时空被打破，教学内容和教学体系的更新步伐日益加快。因此，利用目前高等学校普遍拥有的网络教室、校园网和Internet等环境，开发优质的网络课程，开展基于网络课程的教学改革与教学研究，对促进高等学校的课程建设与教学改革，提高课堂教学质量，培养学生的创新精神与实践能力，具有重要的理论意义与实践价值。近年来，Java的兴起，为Web应用技术的发展带来了新的契机，以Java语言为基础的Java技术应用十分广泛，国内外IT企业、科研机构对Java技术专业人才的需求量较大。本文通过JSP技术实现《Java语言程序设计》网络课程的开发。
根据独立学院学生的特点，独立学院的教师不仅要增强责任感，拓宽知识结构和提高学识水平，更重要的是更新教育观念，逐步强化学生实践性教学环节和创新能力的培养，这样
才能真正达到增强课堂的吸引力，提高教学质量的目的。为促进独立学院网络教学资源建设，提高应用型人才培养教学质量，本课题针对计算机专业核心课程《Java程序设计》开发网络课程并进行教学研究，阐述分析了网络课程在教学实践中的作用、运用方法、存在的问题并对其教学效果进行评价和管理，以培养学生的创新思维和实践能力，提高学生的信息素养，促进现代教育技术与课程的整合。

第一章 绪论

1.1课题研究的背景
1999年1月13日，国务院批转的教育部《面向21世纪教育振兴行动计划》，正式提出:“实施现代远程教育工程，形成开放式教育网络、构建终身学习体系”[1]，并启动新世纪网络课程建设工程，用《面向21世纪教育振兴行动计划》中“现代远程教育资源建设项目”的经费，重点支持若干所高等学校网络教育学院的网络课程建设和应用，并实现资源共享。
