A telecommunication transformation is occurring that should boost living standards in the third world. Places that until recently were deaf and dumb are now directly stepping into the Information Age as a result of installing the latest wireless transmission systems. These countries see this as a good way to leap over whole stages of economic development. How they should push ahead with the reform, however, is a matter of debate.
Still, there is little dispute that modern telecommunications is a key factor separating the winners from the losers. Just consider Russia for example. With its economy stuck in recession, it barely has the money to even scratch the surface of its outdated phone syst
em. Compare that with China. She plans to pour some $100 billion into the transformation. This means that major cities are getting the basic infrastructure to become major parts of the information superhighway, allowing people to log on to the most advanced services online. The revolution is also a key to many countries’ dream of jumping into the modern world. To make it, for example, Hungary sold 30% stake in its national phone company to Western companies, and leased rights to a foreign group of companies to build and run its digital mobile phone systems. In effect, wireless demand and usage have already exploded across Latin America. For wireless phone service providers, nowhere is business better than in Latin America—running an operation there is like having an endless pile of money at your disposal.
