精准扶贫标准体系建设的研究
—— 以贵州地方标准体系支撑区域精准扶贫为例

摘 要：精准扶贫，是习近平总书记扶贫开发重要战略思想的核心内容，是我国贫困治理的重大理论创新，是党中央治国理政新理念、新思想、新战略的重要组成部分。用标准化理念、方法和手段助力脱贫攻坚，能够有力助推扶贫各项工作更加规范、科学、高效实施的精准化，从而使精准扶贫有据可依。本文依据标准化建设的法理要求、政策规制和学理精髓，结合贵州省扶贫工作的实地特点，形成地方标准化体系支撑区域扶贫精准化社会治理模式、方法和内容的全面创新，是标准化融入社会治理能力现代化的具体实践。

Abstract: Targeted poverty alleviation, the core content of General Secretary Xi Jinping's important strategic thinking on poverty alleviation and development, is a major theoretical innovation in China’s poverty governance, as well as an essential part of the new concept, new ideas and new strategy of the Party Central Committee in governing the country. Using standardization concepts, methods and means to lift people out of poverty can strengthen the precision in promoting poverty alleviation work in a more standardized, scientific and efficient way, hence providing foundations for poverty alleviation. Based on the legal requirements, policy regulations and academic essence of standardization construction, combined with the practical poverty alleviation work in Guizhou Provinc
e, this paper forms a comprehensive innovation on the model, method and content of targeted social governance for poverty alleviation supported by local standards system, which serves as a concrete practice of standardization integrating into the modernization of social governance ability.
