一、项目单位简介Introduction of enterprise
山东黄台电厂位于济南市东郊,始建于1958年9月,是山东电网主力电厂之一,也是省内第一座高温高压火力发电厂。现有七炉八机,#1-4机组为3×25MW 和1×50MW ,5、6#机组为2×100MW ,#7、8机组为2×300MW 。经六期扩容改造,现在装机总容量达到1005MW ,年发电量50-60亿千瓦时。2003年发电58.19亿千瓦时,实现利税23469万元、利润8872万元,对地方财政上缴利税每年在1.2亿元
左右。
Shandong Huangtai Thermal Power Plant, located in the eastern suburb of Jinan, was built in Sept. 19
58. It is one of the major power plants for Shandong power grid and also the first high-temperature and high-pressure fossil-fired power plant in Shandong. It now has seven boilers, eight generating units, where #1-4 generating units have the capacity of 3×25MW and 1×50MW, #5-6 generating units have the capacity of 2×100MW, and #7-8 generating units have the capacity of 2×300MW. Through six phases’expansion and renovation, the total installed capacity has reached 1005MW, and the annual generating capacity is 5-6 billion kilowatt hours. In 2003, the electricity generation was 5.819 billion kilowatt hours, bringing profits and taxes up to RMB 234.69 million and profits up to RMB 88.72 million and contributing to the local finance about RMB 120 million as taxes.
自1992年起,为适应济南市热力市场的需要,黄台电厂分别对#1-6 机组实施热电联产改造,形成了目前720吨/时供热能力,承担着向济南市区东部集中供热的任务,采暖供热面积约800万平方米,是济南市最大的热源厂。热源的供热范围东至高新区、南至经十东路、西至泉城广场、北至小清河,供热面积约130平方公里。
Since 1992, Shandong Huangtai Thermal Power Plant has renovated #1-6 generating units for co-ge
neration to adapt to the demands of Jinan thermal power market. Now Shandong Huangtai Thermal Power Plant has a heat supply capacity of 720 t/h and undertakes the mission of heat supply for east Jinan with the total heating area about 8 million m2. It is the biggest thermal power plant in Jinan, with thermal power supply scope stretching to the High-Tech Zone in the east, to Jingshi Dong Road in the south, to Quancheng Square in the west and to Xiaoqinghe River in the north. The heat supply area totals about 130
square kilometers.

1、建设内容及规模:
本工程计划建设2台供热能力为400吨/时的300MW等级燃煤供热机组,替代超期服役、环保设备不完善的#1-6机组,替代热负荷720吨/时,新增供热能力160 吨/时。同时利用逐步成熟的技术对现
有的#7、8机组进行供热改造,再增加供热能力660 吨/时。
1. Construction contents and scale:
It is planned that two 400 t/h 300MW class coal-fired thermal power generating units will be built to replace #1-6 generating units beyond their service life with the thermal load of 720 t/h. In the meanwhile,the newly added heat supply capacity is 160 t/h. In the meanwhile, #7and #8 generating units will be renovated with gradually mature technologies to add another heat supply capacity of 660 t/h.
届时,黄台电厂总装机容量1260MW,总供热能力达到1460 吨/时。本工程在黄台电厂原有厂区进行建设,充分利用本厂现有的铁路专用线、煤场、灰场和公用设施,不新增建设用地。按照发电行业设计规定,本工程新建机组运行期为30年。
Then Shandong Huangtai Thermal Power Plant will have a total installed capacity of 1260MW and a total heat supply capacity up to 1460 t/h. This project will make use of the existing plant site of Shand
ong Huangtai Thermal Power Plant and makes full use of the existing railway siding, coal yard, ash yard and common facilities. No additional construction area is required.
According to the power plant design specifications, the new generating units for this project have a service life of 30 years.

2、采用的技术:
根据本工程热负荷和电力负荷的分析,结合我国锅炉、汽轮机等主设备生产和机组运行管理的情况,本期工程采用引进技术型国产300MW 亚临界参数供热机组。
2. Technologies :
Based on the analysis on thermal load and electrical load of this project, coupled with the major equipment (such as boiler and steam turbine) production and generating unit operation management, this project adopts domestic 300MW subcritical thermal power
generating units with imported technologies.

Project overview
工程年均热效率将达到50.5%,满足济南市东部地区供热的需求;同时采用高效脱硫、脱氮及中水利用技术,降低污染物排放,实现资源循环利用,符合国家产业政策。
The average annual thermal efficiency of the project will be up to 50.5%, enabling the project to satisfy the heat demands of east Jinan. In the meanwhile, highly efficient desulfurization and denitrogenation
technologies and reclaimed water utilization will be adopted to lower pollution emission and realize cyclic utilization of resources so as to conform to national industry policies.
3、当前项目进展情况:
在各级部门的关心支持下,该项目前期工作进展顺利,2003年6月完成项目初步可行性研究工作,2004年9月山东省发改委同意黄台电厂以大代小城市供热工程
供项目立项,开展可行性研究工作。
3. Current progress of project:
With support from various levels of agencies, the early stage of this project has been carried out smoothly. In June 2003, the Project Feasibility Study was completed. In Sept. 2004, Shandong Development and Reform Commission approved the registration of Shandong Huangtai Thermal Power Plant’s Urban Thermal Power Supply Project with larger replacement units for smaller units and on conducting feasibility studies.
按照《企业投资电力工程项目核准细则》的要求,该工程必须具备8个专题报告和22个政府部门对项目的批复文件。截止到目前,,环境影响评价报告、水土保持报告、热网报告、接入系统报告、水资源论证报告、地质灾害评价报告、地震安全性评价报告等7个专
题报告已通过相关部门的评审并获得批复文件;
According to the Approving Rules on Enterprise Investment into Power Plant Projects, eight special reports must be in place for this project along with project approvals from 22 governmental agencies. Up to now, seven special reports are available, including the Environmental Impact Assessment Report,Water and Soil Conservation Report, Thermal Power Grid Report, Grid Connection System Report, Water Resources Argumentation Report, Geologic Hazard Assessment Report and Seismic Safety Assessment Report. The Reports have been submitted to the relevant authorities for review and the approvals have been obtained accordingly.

2005年7月,国家电力规划设计总院对项目可行性研究报告组织审查,并以发电发规[2005]382号文件下发了《关于印发山东黄台电厂以大代小城市供热工程可行性研究报告审查会议纪要的通知》;取得了规划、国土、矿产、文物、水利、铁路、航空、军事、银行等相关主管部门的批文,与相关企业签订了中水供应、燃料供应、灰渣利用、脱硫石膏利用、脱硫剂供应等协议。

In July 2005, the National Electric Power Planning & Design Institute organized reviews on the Project Feasibility Study and issued Doc. No. 382 Power Generation Issue Reg. [2005]: Re Printing and Distributing Notice on Summary of Minutes for Reviewing Feasibility Study for Shandong Huangtai Thermal Power Plant’s Thermal Power Supply Project with Larger Replacement Units for Smaller Units. In addition, approvals have been obtained from the planning, state land, mineral, cultural relic, water conservation, railway, aviation, military,bank authorities, etc. Agreements have been signed with relevant enterprises on supply of reclaimed water, fuel supply, ash utilization, utilization of desulfurized gypsum, desulfurizer supply, etc.
4、预计项目运行时间:
本工程计划于2005年12月开工、两台机组分别于2007年10月和2008年6月投产运行。
4. Estimated operation time of project:
This project is planned to be commence in Dec. 2005 and the two generating units
will be put into operation in Oct. 2007 and June 2008 respectively.

5、项目总投资及资金筹措情况:
本工程计划总投资306576万元,其中发电工程动态投资304961万元,铺底生产流动资金1615万元;发电工程静态投资286115万元.
5. Total investment and financing of project:
The planned total investment of this project is RMB 3065.76 million, with dynamic investment of RMB 3049.61 million, static investment of RMB 2861.15 million and circulating fund necessary for operation of RMB 16.15
million.

6、大幅度降低污染物排放量、减采地下水,环保效益、社会效益显著以大代小项目是一项绿环保工程,同步建设高效烟气脱硫装置,拟采用石灰石-石膏湿法烟气脱硫系统,脱硫效率达95%以上;安装低氮燃烧装置以控制氮氧化物的产生,并预留脱氮装置空间;配套安装高效静电除尘器,综合除尘效
率大于99.87%。
6. Substantially lowered pollution emission and reduced use of ground water enable obvious environmental and social benefits.
The project with larger replacement units for smaller units is a green environment-friendly project. The highly efficient flue gas desulfurization device to be
simultaneously constructed will adopt wet limestone-gypsum flue gas desulfurization system with desulfurization ratio over 95%. Low NOx combustion device will control production of nitric oxides. In addition, space for denitrogenation device is reserved. Highly efficient electrostatic precipitators are adopted to enable comprehensive dedusting efficiency over 99.87%.
该工程建成后,全厂大气污染物的二氧化硫排放量为4371吨/年,烟尘排放量为957吨/年,比现有工程分别减少了55.5%和51.1%,替代效应明显,对改善济南市区空气质量具有十分重要的作用。就社会效应而言,急需替代63个单位的80台效率低、污染重的小锅炉,避免建设新的低效高污染的供热小机组或锅炉房。

After completion of the project, the annual air pollution emission of the whole plant shall be 4371 t/y sulfur dioxide and 957 t/y dust and fume, 55.5% and 51.1% lower than the existing emissions respectively. The effects are obvious to replace smaller units with larger units. It will be very important to improve the air quality of Jinan city area. As to social benefits, 80 low-efficiency small
boilers with heavy pollution of 63 organizations shall be urgently replaced and this project will make it unnecessary to build new low-efficiency high-pollution thermal power supply units or boiler rooms .
为进一步减少地下水开采量,配套建设中水利用工程,计划使用济南水质净化一厂生产的城市二级排放水,经超滤反渗透技术深度处理后用作电厂汽轮机循环冷却水,替代现有部分机组使用的地下水和城市自来水,提高城市污水利用率,实现资源综合利用。该中水利用工程实施后,将停止使用地下水作为生产用水,电厂每天使用中水5.2万m3,全年使用中水1900万m3,年减采地下水1200万m3。
To further reduce ground water pumping quantity, it is planned to incorporate a reclaimed water project using urban Class II discharge water from Jinan No. 1 Water Purification Plant. Such water will be used as steam turbine cycle cooling water after in-depth treatment via ultrafiltration and RO units to replace the existing ground water and tap water for some existing units so as to improve utilization ratio of urban sewage and realize comprehensive utilization of resources. After implementation of reclaimed water utilization project, no more ground water will be used for production. The daily and annual reclaimed water consumption of the power plant is 52000 m 3and 19 million m 3and 12 million m 3ground water will be saved annually.
黄台电厂“以大代小”城市供热工程符合国家发改委提出的能源政策。属于利用已有电厂厂址等资源的扩建项目和“以大代小”
的老厂改造项目。
Shandong Huangtai Thermal Power Plant’s Urban Thermal Power Supply Project with Larger Replacement Units for Smaller Units conforms to the energy policy proposed by the National Development and Reform Commission. It is an expansion project making use of the existing plant site and resources and a renovation project of old plant with replacement of smaller units with larger units.
工程的建设实施,在满足城市供热、供电需求的同时,具备环境保护、节水保泉、提高城市景观三大优势,实现了老小机组设备置换和扩大对外供热两个目标,最终实现由一个纯发电企业转变为满足城市功能,绿环保型的热电联产企业。
Besides supplying thermal power and electricity, construction and implementation of the project will lead to three advantages, namely environmental protection, water saving and spring protection and improving urban landscape, and realize the double objectives of replacement of old and smaller units with larger units and expanding the thermal power supply capacity, for the ultimate purpose of transition from a pure power plant to a green environment-friendly co-generating
enterprise fulfilling urban functions.
